United Illuminating CT Rate Case Testimony

On behalf of the Office of Consumer Counsel, Synapse filed expert direct and surrebuttal testimony and appeared for cross-examination in United Illuminating Company's (UI) 2024 rate case (Docket 24-10-04). Synapse analyzed UI's electric cost of service study (COSS) and time-of-use rate design from a consumer advocate perspective. In response to Synapse’s recommendations, the Regulatory Authority ordered UI to adopt a COSS methodology that more fairly allocates distribution system costs among the Company's customer classes.
